I.e. a kind of obscure hint that the american people (and the rest of the world) will face the consequenses if the "ransom" is not payed due. Symbolically, as a kind of last blooddebt, payoff to the rich and mighty. The alternative in a total meltdown in Bush's last weeks is naturally military emergency, postponed elections, defacto dictatorical powers will be brought in to play untill the "economy has settled". Which it naturally never will. Perfecting the administrations "ad-hoc" strategy since Sep 11.
