That is border the Iranians desired, or rather had settled upon, and has functioned as the border. Even if the border is in dispute, under international law, Iran has merely the right to notify the Brits of a claimed violation and escort them back to Iraqi waters. Formally, the Iranians actions could easily be viewed as an act of war. It is also very likely that Iran was incorrect, as the Brits have better radar control, and GPS to track the position of their crews. I think, either we are witness to an internal struggle for control between Ahmadinijad and the Supreme leader, or Ahmadinejad was hoping for a military reprisal that would rally Iranians to his hardline postion.
